Increase characters limit in the DAO proposal form.

I noticed that the limit of 3500 characters for the "Specification" section of a DAO draft and governance proposals isn't sufficient, imo. For instance, the "Abstract" section, which is a "two to three-sentence overview of the proposal," has the same limit as the "Specification", even though the "Specification" is a "detailed description of the proposed policy." I believe that even 5000 characters for the "Specification" section would improve the situation.

Thanks for your feedback, we are limited by the amount of characters we can have in a Snapshot proposal so if we increase the limit for one field, we need to reduce it for another field in the proposal. We will review all the char limits and reconsider them.
