I'm closing this because I consider it a bug that needs to be fixed rather than a feature.
The feature in theory exists, but we have to fix the engine so that it properly responds to it. This should be done as part of the work of refining the new explorer alpha.

There is in fact a "castShadows" property on materials that in theory should be possible to set to false and do that. But unfortunately it hasn't worked for a very long time.
This needs to be fixed as a bug
There have been some attempts to fix this, but it seems like there was quite a rabbit hole in the engine side to sort out.
This should be properly addressed in the new client, and we should evaluate if we can attempt a fix in the current client too.

Or faked lighting effects like sparkles and twinkles that come from animated textures. Those ought not to cast shadows. But they do and it ruins the desired magical effect.
