We have in-world browsers on the radar as a feature we'd like to tackle in the future. The DAO-funded project you reference was a bit of a hack, as it involved opening the web page in a remote server, and streaming that server's screen to a scene... it worked, but it didn't scale a whole lot.
I'm not too convinced that having in-world web browser screens is a solution to the problem of lacking content in Decentraland. Although you could in theory navigate the whole of the internet from inside a Decentraland scene, why would you? Why not open the web directly on the browser instead?
I believe we should focus more on features that enhance what you can do in the 3D space with your avatar, as that's what you go into Decentraland for. I do imagine some use cases for an in-world browser, but I wouldn't consider them top priorities. It is nevertheless something we want to work on later.
