As a World Owner, you can now add collaborators and provide different permissions from the Builder UI. However, the Collaborator can only edit that World from the CLI or the Visual Studio Code extension (Desktop Editor).
The team is currently working on implementing a new UI in the Builder so that a Collaborator can also edit the World from the Web Editor in the Builder dApp.
I will update this post as soon as the feature is fully completed.

Also, was curious- would it be a heavy lift to increase the operator rights on parcels / estates from 1 to 3?

- I asked the team and it would require to upgrade the LAND smart contract, so I don't see that happening soon, it is a complex thing to do. Let's leave it with 1 collaborator for now.
